First thing about the spec, Why 3 in intensity? Its a waste for boomkins, if you think about it.. you'll have a totum/BoW, and ive never oomed in icc when i havent been either healing or spamming hurricane on aoe mobs, or soulstoned/ressed >.>
But even then.. i dont have it, and its 3 talent points you can use elsewhere..
second is your 1/2 in balance of power, get 2/2 and replace some of that hit gear with something more crit based.. which would probably boost your dps due to eclipse procs/crits in an eclipse proc..
Third, glyph of starfall, moonfire and starfire is a much more powerful combo, not as good as it used to be, but still better than insect swarm. As said on my app, IS is only really for the buffs which are lackluster, and its probably a dps loss if anything..
Next your gem choices seem odd, you should be gemming sp and crit when you hit the haste cap, so the 20 crit gem you have should be replaced with an orange one in my judgement.
Professions, 2 gathering, Mining is mildly helpful for staying alive.. Shit for dps classes, as the buff is stamina.. skinning is ok, 40 crit helps, i suggest you atleast replace mining for tailoring.. 
Your feet enchant is off, should be tuskarr vitality, the 8% speed boost helps unless you're engineer/class that gets a free speed boost..
Next, your rotation fails to include Force o' nature,  You have a talent in force, but dont mention use, please include that somewhere, and i would advise getting starfall, its one point that makes a massive dps difference.
You should also be looking to replace sliver of pure ice, other trinkers can do better, a few examples are Dislodged foreign object, phallacy of the fallen lich (Or w/e) and muradins spyglass.. surely you must be able to get the spyglass.. 

if i see your stats when you have a real staff equipped, i shall comment again, other than the things mentioned, everything looks fine..

you have about 5% too much hit, loose some of it. (Gear/Gems/Enchant replacements), 34% Crit seems low, but it will suffice, other stats look fine, sept for the mana regen trinkets, which i dont ever use for boomy spec, it causes  a loss of dps.

as a guide to boomkins, i would suggest elitist jerks... they know whats right..ish >.> 

Its not down to me.. i am merely the elitist who wants 5k gs for naxx raids..
